Doesn't anyone use crosswalks in Downtown Appleton anymore?

Am I the only one here, or have you noticed more and more people just crossing College Avenue in Downtown Appleton wherever they please? I drive home through the downtown after work everyday (at least until the bridge is closed) and I've been noticing very frequently people just jumping out into traffic in the middle of a block. Sometimes they're not even really watching traffic very well.

Tell me I'm not alone here!
